M. Khalid Riaz – Chairman

Qualification: MBBS, MD from USA, Fellowships FACC and FCCP 

Dr. M. Khalid Riaz is co-founder of the Human Development Foundation, and serves on the Board of Trustees, and as the Chairperson of the Human Development Foundation of Pakistan. He also served as Co-Chair of the Human Development Foundation of North America from 1997 – 2007.  He has spoken around the world about the Human Development Model, including being a keynote speaker at the Word Congress of Philanthropists in Istanbul. He was recently recognized in a Georgetown University Publication as one of the ‘500 Most Influential Muslims in the World’ for his work in developing and nurturing this movement. 


Dr. Riaz is a practicing interventional cardiologist by profession, residing in Suburban Chicago area. He has been elected a Fellow of the American College of Cardiology, and the American College of Chest Physicians. He has served as the Co-Chair of the Cardiovascular Division at Sherman Hospital, Elgin, Illinois. He was recognized as one of the top cardiovascular physicians for women in a Castle Connolly survey of doctors and hospital medical leaders regarding ‘highly-skilled exceptional doctors’. This achievement was highlighted in the 2011 “Top Doctors” issue of Chicago Magazine.  


In 1974, he helped organize the physicians in training at the Cook County Hospital in Chicago, and served as the first Vice President of the then newly formed House Staff Association of Cook County Hospital. This organization played a pioneering role in the struggle for quality healthcare for the indigent population of Cook County, Illinois. Dr. Riaz was recognized for his role, with an award for meritorious services for “making the lives of house staff and patients at Cook County Hospital easier”. He has also served as the President of the Association of Pakistani Physicians of North America (APPNA), and received the APPNA Gold Medal in recognition of “distinguished services and selfless dedication”. He is the recipient of multiple other awards in recognition of his services to the community and his profession. 

Lt Gen (r) Anis Ahmed Abbasi – Vice Chairman

Qualification: MSC (Defense & Strategic Studies) 

Lt. Gen (r) Abbasi is Vice-Chairman of the Board and Chair of HDF’s Executive Committee. He enjoyed a 36-year distinguished military career holding multiple senior appointments including Chief of Logistics Staff (CLS) and Commander XXX Corps.  


He was awarded Hilal-i-Imtiaz Military (HiM) – the highest honor awarded to military officers by the Government of Pakistan. He served as Chief Executive and Managing Director of Fauji Fertilizer Bin Qasim Limited (FFBL), a publicly listed major agri-business conglomerate producing more than 45% of DAP Fertilizer demand in the entire nation. 

Dr. Atiya Khan – Director

Qualification: MBBS, MD and FAAP (Fellow of the American College of Pediatrics) 

Dr. Atiya Khan is a Fellow of the American College of Pediatrics (MD-FAAP). DABP (Diplomat of the American Board of Pediatrics) awarded her as one of the top pediatricians from 2012 every year till 2018.  She is a practicing pediatrician in Columbia, Maryland. She serves as a faculty member at John Hopkins Hospital, Department of Pediatric Oncology. She is a founding member of HDF, Pakistan. She was involved with HDF Pakistan and HDF USA Boards at different positions since their inceptions. She stayed chair of HDF USA Board from 2010 to 2017. She has also been rendering her services as Member of Association of Physicians of Pakistani Descent of North America (APPNA). 


She got many awards for HDF’s work from many organizations in USA. She got a total of 16 awards so far, the most important among them are “APPNA Gold Medal” and “Life Time Achievement Award”. She recently received another award from Governor of Maryland Larry Hogan for her Community Services. She completed many professional courses like business, psychology, interior decoration, calligraphy, and some language courses. 

Air Marshal (r) Riazuddin Shaikh – Director

Qualification:  Graduate of PAF Air War College & MSc War Studies from Ecole Militaire Paris, France.  Diploma from UCLA and AZU USA in Accidents investigation & HR.  

Air Marshal (r) Riazuddin Shaikh was Chairman of Sindh Technical Education & Vocational Training Authority (STEVTA), and Chairman of Benazir Bhutto Shaheed Human Resource & Skill Development Board (BBSHRSDB). He was also member of Steering Committee, Benazir Housing Scheme, Government of Sindh and Ex-member BOD, Pakistan Chemical and Energy Sector Skills Development Corporation (PCESSDC) Daharki – Aegis Engro Pakistan. Member board of Directors SOS Village Jamshoro Sindh. His career achievements include his services as PAF Deputy Chief of Air Staff, Air Officer Commanding, Inspector and Deputy Inspector General & Base Commander.  

Maj Gen (r) Dr. Farrukh Seir – Director

Qualification: MBBS, MSc in Health Administration, MBA (Project Management) and MS (HRM) 

Dr. Farrukh Seir has a long rich experience in health care, education and institutional development. He served Pakistan army in various positions and retired as Deputy Surgeon General. He was national focal person for health in earthquake 2005. 


He has served as principal Wah Medical College, Director of Academics Khyber Medical University. He has the honor of serving as care taker health minister of health and higher education of KPK. 


He has been Director of Academics and Admissions and Dean of Faculty at Khyber Medical University Peshawar, as well as director of postgraduate studies in Medical Institute Rawalpindi. He has remained Chief Executive of tertiary care teaching hospitals of Pakistan Army and member of Board of Studies Quaid-i-Azam University, Islamabad. He also served as member of Executive Commission HEC, National University of Science and Technology (NUST) and member of Board of Governor of Sir Syed Academy for Special Education, Rawalpindi. Dr. Seir has number of publications on credit and he is member of several consultative bodies and boards.  

Mr. Rizwan Shoukat – Director

Qualification: B Sc. Electrical Engineering 

A senior executive with strong leadership experience in strategy development and implementation, Mr. Shoukat brings a keen understanding of the corporate and the development world to the HDF BOD. He is a certified six sigma practitioner with over 20 years of experience. He possesses senior level knowledge in steering/directing large-scale projects, human resource development, project management and knowledge management processes. Risk mitigation and delivering best-fit business solutions is his forte. He has a proven track record in improving efficiencies, reducing costs, increasing revenues, and strategic initiation of new ventures. He has created telecom consulting practice for the emerging markets while winning business with world renowned network operators and creating clients for life. Mr. Rizwan Shoukat is a member of the BOD and also serves on its Executive Committee. 

Mr. Faisal Riaz – Director

Qualification: Masters in Industrial Psychology 

Mr. Faisal Riaz is Managing Director, October Holdings Limited (2018 – Present), Director, NileCo Global Limited (2007 – Present) and Director Shifa Development Services (Pvt) Limited (2019 – Present). He is a consultant and strategist with 17 + years’ experience supporting government, international development and commercial client operations in the United States, Middle East, and Central Asia, South Asia and East Africa. 

Mr. Riaz has diversified experience of working with numerous global 1000 companies, financial institutions, family funds, non-profits, as well as the US Department of Defense in the areas of Strategy, Business Development, Program Management, and Project Development across 4 continents in environments ranging from cosmopolitan business hubs to some of the more remote and austere regions of the world. 

Dr. Tariq Khan – Director

Qualifications: MBBS King Edward Medical College Lahore Pakistan, B.Sc.  from University of Karachi, Board certified in General Surgery and Emergency Medicine (USA) 

Dr. Tariq Khan has a vast experience of more than 35 years in the medical profession. He served as a General Surgeon at Buffalo General Hospital New York. He done Surgical Oncology fellowship at University of Maryland and Roswell Park institute in Buffalo New York. He served as a Assistant professor at Howard university Washington D.C. He was an attending physician at various hospitals in USA (Virginia and District of Columbia and Maryland). He was a treasurer, General Secretary and President of King Edward College Alumni Association USA. Dr. Tariq also served as Member of the BOD HDFNA and member of the BOD HDF Pakistan Board.  

Dr. Sohaila Javed – Director

Dr. Sohaila Javed is an eminent academician and an expert on quality assurance and enhancement. Quality education and holistic quality enhancement; empowerment of students; interdisciplinary knowledge and research, qualitative research methodologies; transformational pedagogy; Critical theories of language and literature; Critical Discourse Studies; Cognitive linguistics; Multiculturalism, Education and critical pedagogy; Eastern and western philosophies; Praxis of Spirituality in Education have been her areas of research, interests and specialization.  


Dr. Sohaila has been the Dean of Faculty of Quality Enhancement, Research & Publication at National University of Modern Languages (NUML) and is the Additional Director, Quality Enhancement, COMSATS (July 6, 2012 to date). She did her PhD (in A Category) from Centre for Cross-Faculty Inquiry, Faculty of Education, University of British Columbia (UBC), Canada in November 2004, had postgraduate Diploma in the Teaching of English as International Language, (conducted by University Grants Commission), Allama Iqbal University, Islamabad, Pakistan in 1996 and did her M. A. English, University of Punjab, Pakistan in 1977.  


She is a Trained Member of the Review Panel, Institutional Performance Evaluation, Quality Assurance Agency of Higher Education Commission, 2012. She is a Trained Quality Assurance Expert, QAA UK-HEC, April 18-20, 2011 and HEC Approved Supervisor, Higher Education Commission, since 2005. She was nominated for Higher Education Commission Best Teacher Award, 2009 and has been a Principal contributor in getting MOU from the University of British Columbia, Canada, 2007. She received XIX Star Awards 2008 Leaders of the New Millennium, South Asia Publications and has received International Universities Linkage Program Award, January-February 2007, Higher Education Commission, Pakistan, and January-February 2007 and was nominated for Presidential National Award for Academic Distinction, Pakistan, 1996. She is the member of multiple national and international forums, committees and has been an acknowledged prolific writer.  


Dr. Ashraf Jahanian – Director

Qualification: PhD from University of London Bio Sciences/Bio Technology 

Dr. Ashraf Jahanian is Professor of Biomedical Sciences at Pak-Austria Fachhochschule Institute of Applied Sciences and Technology, Haripur, Pakistan. Dr. Jahanian has served Higher Education as a Senior Professor, Researcher and Executive, with years of Leadership and Teaching at diverse platforms spanning Asia, Europe and North America. He is presently honored as HEC- Expert to participate in International and National HEC initiatives related to Human Resource and Research Development in Pakistan. He is adjunct scientist of Plant Pathology Department of Washington State University, USA and Adjunct Faculty Member in the Department of Biotechnology & Bioinformatics, International Islamic University, and Islamabad Pakistan.  


Dr. Jahanian has written, defended and acquired PC1 and research grants from International and National Funding Agencies for Institutional Infrastructure Development. He is the founder principal of Atta ur Rahman School of Applied Biosciences, National University of Sciences & Technology (NUST) Islamabad, Founder Chairman of Department of Plant Sciences, Quaid I Azam University Islamabad, Founder Director of QAU Botanical Gardens and First President Pakistan National Association of Fulbright Alumni (PAK-NAFA).  


He has availed prestigious honors and awards such as Fulbright, Third World Academy of Science & Chinese Academy of Sciences, Marie, Curie EU, British Council Research Fellow, DAAD, and NSERC – Canada etc. He has supervised PhD, MPhil and MS theses. He has co-authored books and books chapters that are published by International Publishers including papers in ISI Impact Factory Journals.  

Mr. Rashid Ibrahim – Director

Qualification: The Institute of Chartered Accountants of Pakistan Chartered Accountancy, Chartered Accountancy (1979 – 1984), Hailey College of Commerce, University of the Punjab, Bachelor’s degree in Business and Commerce, (1975 – 1978), Gordon College Rawalpindi Intermediate (1973-75). 

Mr. Rashid Ibrahim established a firm and is a senior partner of Septentrio Global Consulting, after serving PwC for 24 years with its affiliated firms In Pakistan Coopers & Lybrand (5 years) A.F Ferguson & Co (19 years). He was the Country Tax Leader of A.F. Ferguson & Co for Pakistan. He qualified chartered accountancy in 1984 from Taseer Hadi Khalid & Co. Remained Manager accounts head office and hotels and motels of PTDC from 1983 to1985, Partner Khalid Majeed & Co from 1987 to 1989, Partner Jawaid Qadeer Rashid & Co from 1989 to 1995, shareholder of Abacus Consulting from 1996 to 2000 and founding partner of College of Financial Management Sciences till 2000.  


He remained Vice President and Council member of the Institute of Chartered Accountants and chairman and member of various committees of ICAP. He is at present President of Rotary Club of Islamabad Cosmopolitan, President of Rawalpindi Islamabad Tax bar Association, Director Saif Textile Limited, Chairman Audit Committee of Saif Textile Limited, Director SPARC, Founding Trustee of Bright Star Mobile Library, Managing Trustee of AIR Trust, Secretary Cosmo Community Health Care Trust etc. Member of Benevolent Fund, Education and Training Committee, Quality Assurance Board of ICAP. Remained member of the Management Committee of Islamabad Golf Club. Played golf, cricket, badminton, basketball, table tennis etc.  

Mr. Suhail Awan – CEO

Qualification: MBA-Finance, PMP and Graduate of Social Enterprise Management Program of LUMS and McGill Canada. Also graduate of National Security Workshop by NDU Islamabad and have attended Stanford University’s program on Business and Entrepreneurship. 

Mr. Suhail Awan – Social Service Award by the President of Pakistan – is Chief Executive Officer of HDF Pakistan. Awan is a senior international development and public policy expert with over 23 years of multi-country experience of managing large scale development and humanitarian programs with United Nations and other International Development Organizations. Served as Chief Technical Advisor with UNDP in Yemen, Country Managing Director Global Communities in Afghanistan, Executive Director of HRD Network and contributed to design and strategy of poverty graduation program and Ehsaas program at Benazir Income Support Program, as a Technical Specialist. 


He Chairs Board of Wasil Foundation, is President of Rotary Club of Islamabad Cosmopolitan and designated Coordinator of National Security Alumni Association of NDU. Also served as member of Corporate Advisory Board of NUML, Institutional Scholarship Advisory Committee COMSATS, Executive Committee IUCN Pakistan, IUCN Commission on Education and Communication, Regional Convener and Board Member USAID/Pakistan Alumni Association, Board of Directors Afghanistan Microfinance Association and Board of Director Microfinance for Haiti. 


His areas of expertise include high-end networking and partnership development, program design, strategy development, system design, mentoring and team building, financial management and design and implementation of complex ERP systems. 


Mr. Suhail travelled for work and leisure to 22 countries and was member of technical team, which laid foundations of Akhuwat. He volunteered as an Advisor for Akhuwat for 7 years, developed products, systems and recruited and trained staff. 


He was on Technical Editorial Board of a book published by Burgundy School of Business and Finance, France. Wrote a chapter on microfinance and commercial banking for LUMS publication.
